UCDMO Director – Sue A. (Sandi) Roddy

Mrs. Roddy is a Defense Intelligence Senior Leader (DISL) from the Information Assurance Directorate (IAD) of the National Security Agency. She is completing a tour as the Technical Director for the Chief Information Assurance Executive (CIAE) at the Defense Information Systems Agency (DISA) and is rotating to Director, Unified Cross Domain Management Office (UCDMO). Her primary contributions to DISA include the development of security frameworks for networks, enterprise platforms and Computing Centers.
Mrs. Roddy has been at NSA since 1995 in a variety of technical leadership positions. She is a graduate of NSA’s Senior Technical Development Program where she toured in the Signals Intelligence (SIGINT) and CounterIntelligence (CI) Security Directorates.
Mrs. Roddy started her career as a Cryptologic Maintenance Technician (CTM) for the United States Navy (USN) Security Group Activity, with tours in Adak, Alaska and Wahiawa, Hawaii.
In between government services, she performed signals analysis R&D, field and commercial lab testing work for the Intelligence Community, as well as consulting on Public Key Infrastructure standards, technologies and methods.
Mrs. Roddy has participated in a variety of International Standards Organization (ISO), Internet Engineering Task Force (IETF) and National Institute of Standards and Technology (NIST) efforts which resulted in new standards, reports and workshops to further the normalization of Information Assurance.
Mrs. Roddy has a BSCS and MSCS from University of Maryland. She holds Certified Information Systems Security Professional (CISSP) (1996) and Information Systems Security Engineering Professional (ISSEP) (2004) certifications.
Mrs. Roddy lives with her husband near Annapolis, Md. As her husband is in the First Responder business, she appreciates the role of humor in maintaining balance!
Deputy Director – Frank Sinkular

Mr. Frank Sinkular is currently the Unified Cross Domain Management Office’s (UCDMO’s) Deputy Director. Mr. Sinkular joined the UCDMO in 2008 as the Deputy Director. In this role, Mr. Sinkular works on behalf of the Director of National Intelligence through the Unified Cross Domain Management Office to provide centralized coordination and oversight of all cross domain initiatives across the Department of Defense and the Intelligence Community.
Previously, Mr. Sinkular worked for the Director of National Intelligence as the Chief of the Compliance Assessment Team, and the Program Manager for the Certification and Accreditation Transformation effort.
Mr. Sinkular first joined the Federal Government in 1968 with the Joliet Army Ammunition Plant. Then in 1969, he joined the United States Navy and served 21 years in the Cryptologic Field. Duty stations included: Nicosia Cyprus, Misawa Japan, VQ-1 Atsugi Japan, Naval Station Rota Spain, Homestead Florida, CINCPACFLT Pearl Harbor Hawaii, and Naval Research Laboratory Washington, D.C. In 1990, he retired from the Navy and used his expertise as a contractor on various projects. In 1997 he rejoined Federal Service as an SCI systems certifier for SSO Navy and became the Cross Domain Systems subject matter expert.
Mr. Sinkular was born in Joliet, Illinois. He earned a Bachelor of Science degree in 1983 in Business Administration from Hawaii Pacific University. Frank is married with two sons who are both currently on active duty with the U.S. Navy.
